STARTING ENGAGEMENT

Agricultural Portfolio Verification Pilot.

A bounded way to test whether independent spatial evidence improves supervision and portfolio review.

A 90-day validation engagement is an illustrative planning scope. Depending on site quality and monitoring feasibility, a pilot might cover 10,000–50,000 hectares or 20–100 programme sites or assets. Final coverage and outputs are agreed only after data-readiness review.

THE INSTITUTIONAL QUESTION

Which part of this portfolio can be monitored credibly, and what should we investigate on the ground?

A pilot tests evidence quality and decision usefulness before a recurring programme is designed.

START WITH A DECISION

Choose a testable supervision question.

The pilot can examine cultivated area, changes near funded infrastructure, irrigation context, observed production conditions or the spatial consistency of a programme claim. The objective and the data owners are agreed at scoping.

Programme inputs

Site and asset coordinates or boundaries, programme IDs, indicator definitions, production periods and relevant reporting records.

Independent inputs

Appropriate earth observation, land-use, weather, terrain and other geospatial sources, selected for the question and geography.

Validation inputs

Field observations, engineering records or existing programme documentation where available, used to test interpretations.

WORKPLAN

A practical sequence for institutional review.

Timing is indicative; cloud coverage, records and field access can change the workplan.

01

Scope

Confirm the decision, sample, data availability, responsibilities and acceptance criteria.

02

Establish

Prepare baseline, spatial database, sites and observable indicators.

03

Analyse

Generate change and condition assessments and flag exceptions.

04

Validate

Review a sample of findings against programme and field records.

05

Report

Present uncertainty, exception decisions and the recommendation for recurring monitoring.

WHAT YOU RECEIVE

Named deliverables, agreed in the terms of reference.

The pilot provides an inspectable evidence package, not simply access to a dashboard.

01

Programme baseline and geographic reference.

02

Geospatial database and intervention or asset inventory.

03

Agricultural condition assessment and verification analysis.

04

Risk and exception register with evidence notes and confidence.

05

Management dashboard or review views.

06

Final technical report and monitoring scale-up recommendation.

ACCEPTANCE

Success is measured against agreed questions.

At the start, the institution and Meridian define coverage, the share of sites with usable locations, validation sample, review thresholds and a decision pathway. A finding of insufficient evidence is a valid pilot result.

A DEFINED CONVERSATION

Assess a pilot scope.

Share a sample site list, relevant indicator and programme geography. We will identify what can be tested in a bounded engagement.
