DEVELOPMENT INSTITUTIONS

Agricultural intelligence for development programmes.

Independent monitoring, verification and decision support for agricultural and rural-development investments.

Meridian Africa connects programme records, earth observation, GIS and field evidence to help institutions see where interventions are occurring and which reported results require closer examination.

THE INSTITUTIONAL QUESTION

Where are our interventions, what can be observed independently, and where should supervision focus?

An additional evidence layer for geographically distributed programmes and the teams accountable for them.

THE VISIBILITY CHALLENGE

The project file does not show the whole landscape.

Development programmes work across dispersed sites. Administrative reporting, surveys and field visits remain essential, yet their cadence can leave gaps between reported activity and changing physical conditions.

Locate interventions

Bring site coordinates, boundaries, asset inventories and programme IDs into a spatial reference that can be reviewed across the portfolio.

Compare evidence

Compare reported activity with the observation that is available for that place and period. Record where coverage, timing or resolution is insufficient.

Prioritise verification

Identify the sites, assets or claims that merit a field visit, document review or discussion with implementing teams.

WHO WE WORK WITH

Relevant to the institution responsible for delivery.

Different buyers own different parts of the decision. Meridian scopes a defined analytical workstream against those responsibilities.

Development institutions

Multilateral and bilateral agencies, UN programmes, development finance teams and foundations commissioning technical studies or supervision support.

Borrowers and implementation units

Federal and state ministries, project implementation units and programme management units that need consistent oversight of distributed interventions.

Prime implementation partners

International development contractors seeking an Africa-based specialist team for agricultural monitoring, geospatial analysis and verification.

INSTITUTIONAL QUESTIONS

What Meridian helps programme teams understand.

The analytical scope follows the results framework, procurement terms and geography of the assignment.

01

Where reported interventions are located and whether site records are usable.

02

What change in vegetation, land use, water or infrastructure is observable over a relevant interval.

03

Which records are consistent with available evidence and which require further validation.

04

How weather and environmental exposure may affect delivery or outcomes.

05

How findings aggregate into an exception register and management review.

APPLICATIONS

From baseline to recurring oversight.

Meridian can support agricultural transformation, irrigation, food security, climate resilience, rural infrastructure and value-chain programmes.

Before implementation

Baseline assessment, site and asset inventory, spatial due diligence, cultivated-area context and monitoring feasibility.

During implementation

Programme monitoring, irrigation and infrastructure observation, exception review, climate exposure and field visit prioritisation.

At results review

Evidence register, classification of observable claims, data reconciliation, spatial dashboards and technical reporting for MEL teams.

ENGAGEMENT ROUTES

A defined package within your programme.

Begin with a rapid assessment, technical study or verification pilot. Scope recurring monitoring and portfolio deployment after the evidence and decision process have been tested.

Direct consultancy

Defined terms of reference, deliverables and review points for institutional or borrower-funded assignments.

Implementation-unit support

A specialist geographic evidence workstream for a ministry, PIU or programme management unit.

Technical subcontracting

Geospatial workstream leadership and agricultural monitoring within a larger prime contractor programme.

EVIDENCE BOUNDARIES

Observation is not judgement.

Satellite and spatial evidence can support verification only for claims that are observable at the available date, resolution and coverage. Financial disbursement, beneficiary outcomes, construction quality and contractual performance require other records or field checks.

A DEFINED CONVERSATION

What does your programme need to verify?

Share the geography, indicators, asset list and decision deadline. We will propose an evidence scope and a suitable starting assignment.
